Downloadable! Set-asides and subsidies are used extensively in government procurement and natural resource sales. We analyze these policies in an empirical model of U.S. Forest Service timber auctions. The model fits the data well both within the sample of unrestricted sales where we estimate the model, and when we predict (out of sample) bidder entry and prices for small business set-asides.   Set-asides were introduced to address this concern. In , Congress created the Small Business Administration, or SBA, mandating a per annual goal of no less than 23 percent of the total value of all prime contract awards. The SBA’s goal was to aid small business growth, and their ability to compete with larger companies.

The Small Business Administration has announced major changes to the rules for its primary set-aside contracting program. The changes to the 8(a) program were made in an effort to reduce fraud and make sure contracts go to deserving small businesses. Topic: Small Business Set-asides (4 – 1) NAME: _____ ASSIGNMENT: Within the context of your paper and your presentation you should (at a minimum) answer the following: 1. Explain the intent of the small business “set-aside” program and provide a couple of the high-level, general rules (i.e. definition, rationale, parameters).

FAR Provisions and Total Small Business Set Aside Program Rules. Under FAR , the purpose of the total small business set aside program rules is to award certain acquisitions exclusively to small business concerns. A “set aside for small business” is the reserving of an acquisition exclusively for participation by small business concerns. There is no prohibition against the use of small business set-asides by grantees. There is, however, a prohibition against the use of set-asides for Disadvantaged Business Enterprises (DBE) except in limited and extreme circumstances to redress egregious instances of discrimination. This issue of DBE set-asides is covered in 49 C.F.R. §

A small business' eligibility for set-asides may be challenged in a variety of ways. A small business may demonstrate that it is not affiliated with an other than small business when its receipts with the other than small business do not represent a significant portion of its total receipts.

The non-manufacturer rule is an important provision impacting small business set-asides. For small business set-asides, other than for construction or service contracts, the prime contractor must utilize a small business manufacturer – if the firm itself, is not doing the manufacturing to complete the work.

Since the 'team' we are proposing would be a CTA relationship versus a Prime/Subcontractor Relationship I agree that all would need to hold the appropriate schedule and be small if the requirement falls under FAR - “set-aside for small business is the reserving of an acquisition exclusively for participation by small business concerns.".
